The council is a non-profit volunteer organization, responsible for representing businesses and property owners residing in the Central Eastside Industrial District (CEID) in Portland, Oregon. The 681-acre district encompasses property south of I-84 to Powell Blvd. and east of the Willamette River to SE 12th Ave. It contains 1,122 businesses and over 17,000 employees.
